إلى جانب المجازر التي بدأ تحالف الفصائل الإرهابية بقيادة تنظيم هيئة تحرير الشام المصنف إرهابياً في قوائم الأمم المتحدة بارتكابها ضد العلويين منذ استيلائه على السلطة في 8 كانون الأول 2024 وتصاعدها في آذار 2025، وإلى جانب استمرار عمليات القتل اليومية المتنقلة التي تستهدف العلويين من المدنيين ومن العسكريين الذي ألقوا أسلحتم وأجروا تسويات فور حل الجيش السابق، وبذلك يعتبرون بحكم المدنيين، وذلك في جميع مناطق سكنهم، تواصل سلطات الأمر الواقع الإرهابية سياسة الإبادة الجماعية ضد العلويين بأساليب أكثر خبثاً. فبعد أن قامت باعتقال آلاف العسكريين من ضباط وأفراد الجيش المنحل، بمن فيهم من عادوا من العراق بعد أن أعطيوا الأمان، وإيداعهم السجون في حمص وحماة وحارم وعفرين ودمشق، من دون الإقرار بسجنهم ودون السماح لهم بالتواصل مع أهلهم، وبعد أن قامت بإجراء تسويات صورية للعسكريين السابقين بغرض حصرهم وتحديد عناوينهم، بدأت حملة تصفيات من خلال القتل المنهجي الجماعي على دفعات للمحتجزين تعسفاً من هؤلاء العسكريين وباستهداف من لم يحتجز منهم بعمليات قتل مباشر في منازلهم أو بالاحتجاز التعسفي والإخفاء القسري دون إمكانية معرفة مصيرهم.
ومع تزايد ورود أخبار عن استمرار عمليات القتل الجماعي للعلويين من العسكريين السابقين في سجون سلطات الأمر الواقع، نطالب المجتمع الدولي، ممثلاً بالدول الأعضاء في مجلس الأمن، بالضغط على سلطات الأمر الواقع للكشف عن مصير العسكريين السابقين في سجونها وإطلاق سراحهم فوراً ما لم يكن ثمة أدلة قاطعة تدينهم بارتكاب جرائم، وتقديمهم إلى محاكمات شفافة وعادلة في حال وجود مثل هذه الأدلة. ونطالب مجلس الأمن بأن يحيط علماً بعمليات القتل الجماعي ضد العسكريين السابقين داخل السجون وخارجها، واتخاذ إجراءات الحماية اللازمة في إطار الولاية المنوطة به لحفظ السلام والأمن الدوليين.
وندعو آلية الأمم المتحدة لجمع الأدلة والمؤسسة المستقلة المعنية بالأشخاص المفقودين في الجمهورية العربية السورية إلى إيلاء الأهمية لهذه الجرائم ضد الإنسانية في عملهما.
وندعو كذلك منظمات حقوق الإنسان الدولية، وخاصة منظمة العفو الدولية (Amnesty International)، ومنظمة هيومن رايتس ووتش (Human Rights Watch)، ومنظمة يون إن ووتش (UN Watch)، والمركز الأوروبي لقضايا الأقليات (European Centre for Minority Issues)، والاتحاد الدولي لحقوق الإنسان ( International Federation for Human Rights)، والفريق الدولي لحقوق الأقليات (Minority Rights Group International) إلى التدخل لدى سلطات الأمر الواقع لمعرفة مصير العسكريين السابقين المحتجزين تعسفياً والمتخفين قسرياً والمطالبة بإطلاق سراحهم وإلى تسليط الضوء على مأساة جميع العلويين المستمرة المتمثلة في المجازر المرتكبة بحقهم على مرأى من العالم .
In addition to the massacres committed by the coalition of terrorist groups led by the UN-designated terrorist organization Hay’at Tahrir al-Sham against the Alawites since its seizure of power on December 8, 2024, which escalated in March 2025, as well as the ongoing daily mobile killings of Alawites, the de facto terrorist authorities continue their policy of genocide against both civilians and military personnel who laid down their arms and signed settlement after the dissolution of the former army and are therefore considered civilians, in all areas where they live, more insidious methods. After arresting thousands of military officers and members of the disbanded army, including those who returned from Iraq after being guaranteed safety, and detaining them in prisons in Homs, Hama, Harem,Afrin,and Damascus without acknowledging their detention and without allowing them to communicate with their families, and after carrying out fake settlements for former military personnel in order to account for them and identify their addresses, they began a campaign of elimination through systematic mass killings in batches of those arbitrarily detained and targeting those who were not detained with direct killings in their homes or arbitrary detention and enforced disappearance without the possibility of knowing their fate.
In light of the increasing reports of mass killings of Alawite former military personnel in the prisons of the de facto authorities, we call upon the international community, represented by the member states of the Security Council, to pressure the de facto authorities to reveal the fate of the former military personnel in their prisons and to release them immediately if there is no conclusive evidence that they have committed crimes, and to bring them to transparent and fair trials if there is such evidence. We also call on the Security Council to take note of the mass killings of former military personnel inside and outside prisons and to take the necessary protective measures under its mandate to maintain international peace and security.
We call on the UN International, Impartial and Independent Mechanism to Assist in the Investigation and Prosecution of Persons Responsible for the Most Serious Crimes under International Law Committed in the Syrian Arab Republic since March 2011 and the Independent Institution on Missing Persons in the Syrian Arab Republic to prioritize these crimes against humanity in their work.
We also call on international human rights organizations, in particular Amnesty International, Human Rights Watch, UN Watch, European Centre for Minority Issues, International Federation for Human Rights, International Federation for Human Rights and Minority Rights Group International, to intervene with the de facto authorities to find out the fate of the arbitrarily detained and forcibly disappeared former military personnel and to demand their release and to highlight the ongoing tragedy of the massacres of all Alawites in full view of the world.
