يتواصل ورود تقارير عن ارتكاب عمليات قتل متفرقة للمدنيين العلويين بصورة متزايدة على يد قوات الأمن التابعة لسلطات الأمر الواقع والفصائل المرتبطة بها في جميع مناطق العلويين في سوريا، بالإضافة إلى تقارير عن استمرار ارتكاب عمليات قتل جماعية للمحتجزين تعسفاً من العسكريين السابقين منذ عدة أشهر. وتصنّف جميع عمليات القتل هذه باعتبارها عمليات إعدام خارج نطاق القضاء وهي من ثم جرائم ضد الإنسانية في إطار القانون الدولي لحقوق الإنسان وانتهاك خطير لحقوق الإنسان وتوجب تدخل الآليات الدولية للمساءلة، بما في ذلك فتح تحقيقات من قبل الأمم المتحدة والمحكمة الجنائية الدولية وإعمال مبدأ الولاية القضائية العالمية.
ونكرر مطالبتنا المجتمع الدولي، ممثلاً بمجلس التابع للأمم المتحدة، بالتدخل الفوري لوقف هذه الجرائم ضد الإنسانية ومحاسبة المرتكبين وتوجيه الأمم المتحدة والمحكمة الجنائية الدولية لفتح تحقيقات فورية في هذه الانتهاكات الجسيمة لحقوق الإنسان وتحديد المسؤولين عن إصدار الأوامر بارتكابها بغرض محاكمة جميع الجناة. ونطالب جميع الدول المحبة للسلام الأعضاء في الأمم المتحدة بإعمال مبدأ الولاية القضائية العالمية لاعتقال ومحاكمة مرتكبي هذه الجرائم ضد الإنسانية وجرائم الإبادة الجماعية والمسؤولين عنهم من سلطات الأمر الواقع الذين لا يستطيعون التهرب من المسؤولية عن ارتكابها والعقاب عليها، وخاصة جرائم قتل المحتجزين تعسفا من العسكريين السابقين التي يتحملون المسؤولية المباشرة عنها.
Information is increasingly being reported of sporadic killings of Alawite civilians by the security forces and associated factions of the de facto authorities in all the Alawite areas of Syria, as well as reports of continuous mass killings of the arbitrarily detained ex-military personnel over the past several months. All these killings qualify as extrajudicial executions and are therefore crimes against humanity under international human rights law and serious human rights violations that require the intervention of international accountability mechanisms, including investigations by the UN and the International Criminal Court (ICC) and the application of the principle of universal jurisdiction.
We reiterate our call on the international community, represented by the United Nations Security Council, to intervene immediately to stop these crimes against humanity and hold the perpetrators accountable, and to direct the United Nations and the International Criminal Court to open immediate investigations into these grave violations of human rights and to identify those responsible for ordering their commission in order to bring all perpetrators to justice. We call on all peace-loving UN member States to implement the principle of Universal Jurisdiction to arrest and prosecute the perpetrators of these crimes against humanity and crimes of genocide and those responsible for them from the de facto authorities who cannot escape responsibility and enjoy impunity for them, especially the crimes of killing arbitrarily detained ex-military personnel, for which they bear direct responsibility.
