نشكر الدول الأعضاء في مجلس الأمن التي أبرزت، في جلسة مجلس الأمن المعقودة في 25 نيسان 2025، المجازر التي ارتكبت بحق العلويين والانتهاكات التي لا تزال ترتكب وطالبت بمحاسبة المسؤولين عنها.
ونرفض بشدة التصريحات الكاذبة التي ساقها ممثل سلطات الأمر الواقع في الجلسة، ومنها اتهامه لما أسماه “فلول النظام” بارتكاب “مجازر مروعة بحق عناصر الأمن والمدنيين” بهدف “إشعال حرب أهلية” و”إثارة ردود فعل طائفية”، وقوله إن السلطة لا تزال تتعرض للهجمات حتى يوم أمس. والواقع الذي يتوافر قدر هائل من الأدلة المادية عليه هو قيام السلطة بتدبير مسرحية “انقلاب” في منطقة الساحل وإعلانها الجهاد ليس لحشد الفصائل العسكرية التي قال إنهم قاموا بتوحيدها وحلها “دون استثناء”، ولكن أيضا لحشد المدنيين السنة الذي هبوا بمئات الآلاف للجهاد بقتل العلويين. أما ما حدث “يوم أمس” فهو قيام فصيل من البدو المسلحين المبايعين لداعش (“أحرار الفواعرة”)، الذين يروعون العلويين المدنيين يومياً بأعمال القتل والتهجير والاختطاف في مدينة حمص، باشتباكات مع أحد حواجز الأمن العام في أحياء العلويين مما أدى إلى مقتل أحد عناصر الأمن. وللتغطية على الاشتباكات مع قوات الأمن، قام أفراد الفصيل بقتل أكثر من خمسة علويين في منازلهم واختطاف آخرين وقتلهم خلال ساعات بعد ذلك. وقد بلغ عدد ضحايا الإرهاب من العلويين في مدينة حمص وحدها خلال هذا الشهر أكثر من 50 مدنياً. وهو ما يشكل دليلاً على كذب الادعاء بتوحيد الفصائل وكذلك على التشارك وتبادل الأدوار بين الفصائل المكوّنة للسلطة في الجرائم المرتكبة بحق العلويين.
أما ما أشار إليه ممثل سلطات الأمر الواقع من تشكيل لجنة لتقصي الحقائق فهو لا يتعدى إيجاد لجنة تلفيق لتقديم شهادات مفبركة وقصصِ تبرّر المجازر وتلقي باللوم عنها على ما أسماه “فلول النظام” حسب النتيجة التي قدمها هو مسبقاً في الجلسة. ولجنة السلم الأهلي التي أشار إليها لا تعدو أن تكون آلية لمنع أي شكل من أشكال التعبير عن الحقيقة واضطهاد من يتجرأ على معارضة السلطة من الأقليات. ومن أكاذيبه أيضا أنه قال إن السلطات أرسلت مساعدات إنسانية إلى المدنيين في قاعدة حميميم، في حين أنها منعت في الواقع المساعدات القادمة من مناطق الإدارة الذاتية من الوصول إلى المنكوبين في منطقة الساحل. ومن الادعاءات الواهية أيضا قوله إن سوريا اليوم هي لجميع السوريين في الوقت الذي لا يزال يقتل فيه العلويون ويهجرون من منازلهم ويحرمون من مصادر كسب رزقهم ويحاصرون في بيوتهم ويجوعون ويتاجر بنسائهم. ويدّعي أيضا تأكيد السلطات أن السوريين متساوون أمام القانون في الحقوق والواجبات دون النظر إلى خلفياتهم الدينية والعرقية في الوقت الذي تباد فيه أقلية تعد بالملايين لاختلاف هويتها الدينية عن الهوية الدينية للممسكين بالسلطة الذين يصرون على أن تكون السلطة ممثلة لطائفة محددة.
وإذ يرفض ممثل السلطة القول بوجود أغلبية وأقليات فهو يرمي إلى طمس وقمع الهوية الدينية والثقافية للأقليات الدينية والإثنية وتجنب الإقرار بأي حقوق يجب أن ينص عليها الدستور لهذه الأقليات. فالقول بعدم وجود أغلبية وأقليات يستلزم أن يكون الدستور وهيكل الحوكمة شاملين للجميع ولا يعبران عن إرادة ومصالح مكون ديني واحد على حساب المكونات الأخرى كما هو الحال اليوم.
ونربأ بالدول التي دفعت ثمناً غالياً لترسيخ مبادئ القانون الدولي الإنساني والقانون الدولي لحقوق الإنسان على الصعيد العالمي أن تقبل بهذا الخطاب الدعائي الخبيث تحقيقاً لمصالح عابرة وندعوها إلى فضح أكاذيب سلطات الأمر الواقع وإلى الحكم على أفعال تلك السلطات لا على أقوالها المعسولة. ونكرر تأكيد مطالبتنا بتأمين الحماية الدولية للعلويين والأقليات الأخرى في سوريا، وخاصة في منطقة الساحل وحمص وحماة.

We thank the members of the Security Council that highlighted, at the Security Council meeting on April 25, 2025, the massacres committed against the Alawites and the violations that continue to be committed and demanded that those responsible be held accountable.
We strongly reject the false statements made by the representative of the de facto authorities at the session, including his accusation that what he called “remnants of the regime” had committed “horrific massacres against security personnel and civilians” with the aim of “igniting a civil war” and “provoking sectarian reactions”, and that the authority was still under attack as of yesterday. The reality, for which there is abundant physical evidence, is that the authorities staged a “coup” in the coastal region and declared jihad not only to mobilize the military factions, which the representative said they had unified and disbanded “without exception,” but also to mobilize Sunni civilians, who turned out in their hundreds of thousands to wage jihad by killing Alawites.
What happened “yesterday” was that a faction of armed Bedouin pledging allegiance to ISIS (“Ahrar al-Fawaara”), who terrorize Alawite civilians daily with killings, displacements and kidnappings in the city of Homs, clashed with a General Security checkpoint in Alawite neighborhoods, killing one of the security personnel. To cover up the clashes with the security forces, members of the faction killed more than five Alawites in their homes and kidnapped others and killed them within hours. The number of Alawite victims of terrorism in the city of Homs alone this month amounted to more than 50 civilians. This is proof that the claim of unifying the factions is false and that the factions that make up the authorities are complicit in the crimes committed against Alawites.
As for what the representative of the de facto authorities said about the formation of a fact-finding committee, it is nothing more than a fabrication committee to provide concocted testimonies and stories that justify the massacres and blame them on what he called “remnants of the regime” according to the result he presented earlier in the session. Also, the Civil Peace Committee he referred to is nothing more than a mechanism to suppress any form of expression of the truth and to persecute minorities who dare to oppose the authorities. Among his lies, he said that the authorities were sending humanitarian aid to the civilians in the Hmeimim airbase, when in fact they were preventing aid sent by the Autonomous Administration in northeast Syria from reaching the victims in the coastal region.
Another false claim is that Syria today is for all Syrians, while Alawites continue to be killed, displaced from their homes, deprived of their livelihoods, besieged in their places, starved, and their women trafficked. He also claims that the authorities assert that Syrians are equal before the law in terms of rights and duties, regardless of their religious and ethnic backgrounds, while a minority of millions is being subject to genocide because the religious identity of its members differs from the religious identity of those in power, who insist that the authorities be representative of a particular sect.
By refusing to say that there are “a majority and minorities” in Syria, the representative of the authorities aims to erase and suppress the religious and cultural identity of religious and ethnic minorities and to avoid recognizing any rights that the constitution should provide for these minorities. For the saying that there are no “majority and minorities” to be true, the constitution and governance structure must be inclusive and not reflect the will and interests of one religious component at the expense of others, as is the case today.
We urge the states that have paid dearly for the establishment of the principles of international humanitarian and human rights law at the global level not to accept this malicious propaganda rhetoric in order to achieve transient interests, and we call on them to judge the actions of the authorities rather than their words. We reiterate our demand for international protection for Alawites and other minorities in Syria, especially in the Coast, Homs and Hama.
